You are correct on all counts. The 2 or 12 pay $26. The 2 or 11 pay $11. Unless you are at a CET property where they clip you for an extra buck.
I like to make this a World High High Low for $7. That's a $5 World plus a buck each on the high low. That pays $55 for the 2 or 12 but only $9 for the 3 or 11, since they hold back an extra $2 to re-set the high-low.
